In 2014 C!E and SCOPE worked together to imagine a 51st state, where a balanced system of assessment and accountability could be purpose-built without being encumbered by our historical ideas or fixed systems. In this brief we revisit the topic to surface more recent insights and questions about the way accountability can either reinforce or disrupt harmful distancing between local communities and the public education system.

In 2014 C!E convened leaders from across the country in a shared learning agenda regarding school finance. It was as clear then as it is now that our approach to funding schools limits innovation and prevents systems from being truly responsive to learners. This brief discusses what was learned, why there hasn’t been more change, and shares the story of one site that did make learner-centered changes.
